Hanoi, March 27-31, 1982. The 5th National Congress of the Communist Party of Vietnam under the motto For a Socialist Motherland, for the People's Happiness. Members of a Soviet delegation headed by Mikhail Gorbachev, Secretary of the Central Committee of the Communist Party of the Soviet Union, center, visited the construction site of the Hoabinh Hydropower Plant on the Da River at the invitation of Do Muoi, Deputy Chairman of the Council of Ministers (Government) of Vietnam. The project was implemented with Soviet technical assistance.
