Former commander of the 58th Army of the Russian Armed Forces, Major General Ivan Popov, arrested on charges of large-scale fraud, is seen during a hearing to consider an appeal by the Russian Investigative Committee to soften a measure of restraint to house arrest at the Second Western District Military Court in Moscow, Russia. Popov is involved in theft of equipment of defensive structures in the Zaporozhye Region worth 130 million rubles (1.4 million dollars), Russian Investigative Committee said on May 23.
