25-years old Evgeny Kavun, charged with provision of services that do not meet safety requirements, is seen inside a defendant's cage during a hearing at the Central district court in Novosibirsk, Russia. The Thursday morning explosion caused two entrances of the five-story building to collapse, with 30 apartments destroyed by the ensuing fire. The city’s emergency services said, at least 12 people were killed, nine others were hospitalized.
