The 19th Congress of the Komsomol. Kremlin Palace of Congresses (now the State Kremlin Palace). May 18-21, 1982. After the congress, a large group of 1,500 Komsomol members left for the Non-Black Earth Region to develop the area. Among them were young land reclamation engineers from Uzbekistan who went to the Novgorod Region.
