Ulyanovsk. Center for joint training of civil aviation pilots, technical staff and air-traffic controllers for the CMEA member countries (CMEA Civil Aviation Center, Higher Flight Training School, now Ulyanovsk Bugayev Institute of Civil Aviation). Polish excavators are used to build educational and laboratory premises for the training center.
