Alexander Bek, a staffer of the Institute of Chemical Physics of the Soviet Academy of Sciences, now the Semyonov Institute of Chemical Physics of the Russian Academy of Sciences. he wrote one of the three draft Rules of the Lenin All-Union Young Communist League in the run-up to the League's 21st Congress, held on April 11-18, 1990.
