Oleg Arin (birth name - Rafik Aliev), Director of the Institute of Economic and International Problems of Ocean Development of the Far Eastern Branch of the USSR Academy of Sciences, PhD in History. He emigrated to Canada in 1992 and changed his name to Alex Battler, currently residing in the United States as an independent researcher.
