A woman holds her passport of Luhansk People's Republic as she waits in a queue at the office of the migration service to submit her application for obtaining Russian passport, in Luhansk, the self-proclaimed Luhansk People's Republic, Eastern Ukraine. On April 24 Russian President Vladimir Putin signed the decree allowing the residents of the self-proclaimed Donetsk and Luhansk People’s Republics to apply for the simplified procedure of receiving Russian citizenship.
