People wait in a queue at the Uspenka border checkpoint, outside Donetsk, in the self-proclaimed Donetsk People's Republic, Eastern Ukraine. On April 24 Russian President Vladimir Putin signed a decree allowing the residents of the self-proclaimed Donetsk and Luhansk People’s Republics to apply for the simplified procedure of receiving Russian citizenship.
