Yelena Blokha was appointed head of the department for public relations during a congress of deputies of the Donetsk People's Republic held at the Donetsk regional state administration's building. Cabinet ministers of the Donetsk People's Republic government were appointed during the third meeting of the republic's Supreme Council.
