A car carrying Russian diplomats arrives at the U.S. consulate before a meeting of delegations of the United States and Russia in Istanbul, Turkey. Diplomats from two countries will meet on February 27 to discuss the operation of their respective embassies in Moscow and Washington, Russian Foreign Minister Sergey Lavrov said.
